Instead, it should be assessed on completeness, clarity of scope, professional capability, past performance, and understanding of project requirements. A well-prepared quotation reflects proper planning, realistic costing, and commitment to delivering quality outcomes.

A slightly higher but transparent and professionally prepared bid often saves substantial money, time, and emotional strain in the long run.
